According to TV Guide, Actress Kim Delaney was giving a speech honoring former Defense Secretary Robert Gates. During the speech, Delaney was rambling on and on making no sense what so ever.  She appears to have been high on something.

The Army Wives star needs to admit if she was high, sick, tired or what ever, just tell the truth and be honest. Delaney was not looking well at all, she was escorted off stage.

    Kim, Kim, Kim…..whatever happened to that sweet, innocent girl named Jennie on “All My Children”. The one who was in love with “Greg” so long ago!
